Stewart Miller was part of a small working committee that devised a very creative and effective campaign, to submit a bid to secure city status for Inverness, as part of the millennium celebrations and the Queen’s golden jubilee. With only six weeks to deliver, the campaign focused on the youth of Inverness and the exciting future that the town had to look forward to. (At the time Inverness was one of the fastest growing towns in Western Europe). The tasks included submitting a bid for the attention of the Scottish Secretary Dr John Reid and hosting his subsequent visit to Inverness. The Home Office made the final recommendations which were ratified by Her Majesty the Queen. Inverness was the only Scottish winner out of a total of 39 entries from throughout the United Kingdom. Other Scottish entries included Ayr, Paisley and Stirling. The other winners were Brighton & Hove and Wolverhampton. From the thirty nine entries Scotland had four, England twenty seven, Wales six, and Northern Ireland two.
